In 2014, Parliament legislated with the intention of transforming the educational experiences of children and young people with special educational needs and disabilities. The reforms were ambitious: the Children and Families Bill sought to place young people at the heart of the system. However, as we set out in this report, that ambition remains to be realised. Not Going to Plan – Education, Health and Care plans two years on

This report highlights the experiences of many of the children and young people that have special educational needs or disabilities (SEND), and their families, who have recently brought their complaints to us.   In 2018-19, we received 45% more complaints than in 2016-17 (315 cases up from 217) and we carried out 80% more detailed investigations (126 up from 70). But most concerning of all, is that we upheld nearly nine out of 10 investigations (87%) last year. This is exceptional and unprecedented in our work. Support for pupils with special educational needs and disabilities in England

At January 2019, 1.3 million pupils in England (14.9% of all pupils) were recorded as having special educational needs and disabilities (SEND). A child or young person has special educational needs if they have a learning difficulty or disability which calls for special educational provision to be made for him or her.
